can i put a garbage bag over my plants to simulate 12 hours of darkness?

Yea, as long as the bag is light proof and all foliage is covered. Your trichomes will be rubbed off on the bag if you still are using it when it's flowering. I don't think the plant will be too stressed as where it would cause significant damage. Make sure dawn and night are at the same times urryday. I would try not to let the leaves n stems to be leaning too much on the bag obviously stress reasons.
