Follow up but still need help

HI all again, I put up a post 10 days ago asking for some help and advice. I got some help as required but my babies are still not doing to well.

Basically, it was said that I started feeding to soon and it was suggested that I flush and feed only ph'd water which I did and have been doing for the past 9days now but the plants don't seem any better off. The AK plant has seemed to have grown a bit more and the high level plant has seemed to have just stopped growing.

Here on some pics of the two seedling plants. Any help would be great :)

I use CFL's. I have x1 300watt dual spectrum and then x4 40watt daylights directly above the plants.
I use Ionic plant nut's. This is what they say about it,
IONIC is manufactured from the purest and most soluble mineral salts, not from harsh industrial chemicals, and is very gentle for the plant.
IONIC BLOOM formulations are dedicated to the fruiting and flowering stage of plant growth, containing enhanced levels of phosphorus and potassium, the elements required for development of buds and flowers.

As mentioned above, I haven't fed these babies for about 9 days apart from normal ph'd water

they are fucked, perhaps. a fresh start may be in order.
It looks like it might end up this way but it would be great if I could save them. This is my second batch and the first batch ended up in the exact same way... I would really love to find out where this problem is coming from so that it wont happen again.

whats the pH and ppm? shouldnt be giving nutes this early on and maybe just put 1 40w cfl over each plant for a while they dont need all that light either

The PH levels are from 5.5/6.3ph. I dont have a tester to test the ppm's :(
