Foxtail issue with moderate temperatures

I am having some pretty excessive foxtailing going on with some og kush. They are in early week 7. The temps range from 65 at night to 80 during the day. I have flowered these same genetics without experiencing this problem in the past, so I'm quite positive it's not bad genetics. I noticed this began in week 6, so as a precaution I moved the hoods up a bit, but the issue has only become more obvious since then. Anybody know what could be causing this to happen?

how is the air flow?

Two eight inch insulated ducted hoods, an inline fan bringing in fresh air, and 2 osculating fans to move the air around the room. Fresh air with plenty of movement.
