fresh above ground seeds?

I have been growing indoors one year. I usally set my seedlings out side. Till they are ready for my veg area 400mh. Now its too cold here for that to happen now. Question being how long before ican set them in veg room.just lost their hull this morning. I got them them in window sill in solo cups where then they will veg in 3gal pot. Before final transplant. In5 gal buckets.. i have a few 23 cfls. I could use.but rather ser them under my mh. Thanks inadvance gguys

IMO I would put them under the CFL's untill they have at least 2 nodes. But thats just me I'm running CFL's for my whole show right now.
