funny looking leaves

So i'm working on my first grow. I'm a little over a week in. I have two plants right next to each other in the same soil, same light and getting the same water. One is growing a bit more slowly than the other and there seems to be some kind of issue with the leaves. Any ideas what could be happening here?

This is the unhealthy looking one. See how the second set of leaves are discolored?

I think this one is doing ok. What do you think?

I haven't tested the water directly but I watered earlier today and when I test the soil is just under 7. Also, both plants are getting the same so I would assume that if this were a pH issue then both would be affected wouldn't they?

Also- I'm using store bought distilled water.

Good point, I can't say with 100% certainty that these are the same strain... These are both random bag seeds, no idea what they are. I'm can't remember what brand but the soil is called gardener's gold. For lighting I have 4 43w 5000k CFLs and 2 43w 2700k CFLs. I have been a little challenged with keeping the temps down and humidity up. I've averaged about 82 degrees and around 40% humidity.
