Garden built on a leech bed?

I was wanting to know if putting a garden over a leech bed is illegal. I talk to my dad about it, and he says it is, but why though the water not being sent anywhere else but our yard. I think it would be an awesome idea to have a garden over a leech bed, because where it is the grass grows so fast, super thick, and very green. Also right where ours is it get perfect amount of sun all day. I think it would be perfect spot for a garden to grow some big ass tomatoes next spring.

It can cause problems if the plants clog the distribution field. Then the septic tank overflows and you've got shit EVERYWHERE.

If you're going to grow tomatoes there, don't tell people that they were fertilized with human feces and piss :S
