I would till the area and plant some alpha as a cover crop.
Keep tilling and replanting it until you're ready to plant your peppers.
The soil will be full of nitrogen minus the grass and weeds.

water your lawn on a hot day and put greenhouse coverings down, it will burn the grass in about 2 hours.

Raised beds are ok but I'd rather just plow everything under with the tiller.

The op should look at farm fields and learn from there.

BTW Pecker, those plants look as healthy as my tilled garden soil.

If you till it up, rake up all the grass bundles left on top and you're good to go. Best way to do it.
