Getting my starts timed right?/!

If I am planting outside but I want to start my seeds inside. How many weeks are ideal to have them in Lrg Red Dixie cups from emergence? I ask because I really don't want root circling and would like to have as large a plant as possible (Industrial Hemp). I am planting in virgin horse pasture, ground that has compaction and I am doing no-till.
For those reasons I don't know how successful direct sow would be.
Keeping in mind, I will be boosting the seedlings' growth with Ful-Power Fulvic acid. They will also get Mycos and other stuff when they see the ground.
Oh yeah, Does the lunar cycle refer to sowing seeds or transplanting? I can only assume sowing due to the lack of tech back in the day. . .

No more than 3wks in solo cups. Transplant by then, either up pot or direct to soil. Daylight hours are still 12/12 until a bit into april so now is a good time to start indoors. I start on march 6th to march 10th. Then early april they should be ready to go in field

I just popped my summer grows.

They will be outside the entire time as nature intended.

I will leave my back porch lighting on at night until may 1st to ensure I don't confuse them.
