He's trying to get mother plants, which you take clones off of. I dont think he will flower these plants, but he will flower the clones.

have you herd of the bonsai method. small square pots, trimming 1" square around the edge of the pots root edges once a month? i had a link, but it don't work no more! an amazing method for mothers!
