You will need more than one, and I'm pretty sure cfls are better on a lumens per watt basis, as well as being more space efficient than tubes.
Get 10,000 lumens in there at an absolute minimum, 20,000 would be better, more if you can fit them in.
You'll only get out what you put in, you gotta give a little to gain a little.
the one i have is green the cove of the light not the actual light itself. but its 24" ecolux plant and aquarium F20 750 lumens, 20 watts, cri 90 (what is the cri?), and the label reads it promotes red radiation

they work but are in the range for when you switch to 12/12 for flower.
for veg the daylight 6500k works best.
