Generally you don't want to use the same soil, you can bake it to reuse it but then you're left with nutrient-less soil...better to just get some new stuff.

With newly sprouted seeds I go with 24/0 under "softer" lights likes CFLs or T5s, no need to blast em with any HID just yet (but you can if you want) Whatever you have them under 18/6 or 24/0 light schedules are the most popular, 24/0 creates slightly faster growth.

so 16 hours on 8 hours off?
Hey, 24-0 22-2 20-4 18-6, the choice is yours when you start them, but don't go below 16 hours on 8 hours off! When you feel they are ready to flower(atleast a foot tall) then put them, and keep them on 12 hours light 12 hours dark! I just keep the lights always on for veg, and 12/12 for flowering. Never let light touch the plants when they are flowering during the 12 hour dark cycle!!!! Get a timer too!!! WalMart!
