Grow room Op for a newb

Hey whats up,
Im Dakinexcom and will be trying to do a grow-op for my first time in October, My goal is to have a prepetual grow in this one room (12x12)- I am planing to use grow tents but unaware of the best ways to break the room up.Since this will be a first time growing /growop I will be using soil- I have acess to clones but Would like to start from feminized seeds (that way I am self sufficent and dont have to worry about dieases and pest-from anyone but myself)-Whats some good staggering times between veg and flower(ideally Id like to have 20 plants always flowering) Also discreation is a must as I will be growing in a Apartment complex . Ive been searching around for hours online and looking to get a gear list started for a "perp grow" and I came across a guy from Craigs List- he is offering a "Perp" Setup that has 2 4x4 grow tents, 1 4x2 tent- these tents come with 2x 600 watt light & 1 x 400 watt lights, 3x 120v Digital Ballasts, 3x HPS bulbs, 2x6 " Inline Fans, 1x650cfm Carbon Filter,3x6" Cool Tubes(ducting aswell)- The guy is asking $1,070 for the setup and for an extra $200 he can upgrade my 600's to 2x 1000- Seems pretty fair to me even though I gotta go to Frisco to pick it up.
