Grow Tent Setup for a Newb - Dual Chamber (Veg. and Flower)

Okay, I'll be the first to admit that growing isn't as easy as I thought it would be. So kudos to all you avid growers! My first grow was a mixed bag, but I learned quite a bit and now have more clones than I know what to do with. So this is the new setup I'm considering and I'd love some feedback. Feel free to use name calling and profanity if it's a bad idea.

My tent size is 3' x' 3' 7'11".

I haven't quite decided yet, but I'm thinking about creating a separation so that the bottom 2 or 3 feet would be used for clones and bonsai mothers. I'd have a 4 inch exhaust fan and use passive intake for air. For lighting I'll use either T5s or CFL bulbs. The barrier that the upper chamber will sit on is about 1 inch thick.

For the main chamber I'd have 315W CMH light. The reflector and ratchet clips take up approximately 14 inches of space. With A/C, I find that canopy distance of around 16 inches or so works out well, keeping temps around 75 degrees. But I have had it closer to 10-12 inches with no adverse effects either.

So! If I go with 2 feet for the bottom chamber, adding everything up, in the upper chamber my max plant height at harvest would be 40 inches (3'4").

If I go with 3 feet for the bottom chamber, my max plant height at harvest in the upper chamber is now 28 inches (2'4").

If you think this is a bad plan, please tell me why. If you see this as a sound plan, I had some questions.
1) For the bottom chamber, what light source would be optimal? Should I go with T5, CFL bulbs, or something else altogether?

2) For the bottom chamber, should I go with 2 feet or 3 feet? Or do you think I can go with an even smaller space? Obviously the smaller the veg. chamber, the more room I have to grow in the flowering chamber.

3) Depending on your answer to question #2, what style of grow do you think I should go with? I'll be using soil. I'm not necessarily concerned with total plant count and the legality of it. I'm more curious to know what would be recommended without the "law" being a factor in this. Basically, what would be the best option in your opinion. Also, I work from home, so I'm able to do things like water daily and such if needed (ex. if a SOG was recommended).

don't feel bad my first grow could only be described as an embarrassment 3/4 ounce of 4 plants. I made just about every mistake in the book. there is a learning curve and it takes time to become a proficient grower. fortunately I had some very resilient strains that could handle a lot of abuse
