growbox space

Heya ppl. I got a bit of a dilemma here, maybe you can help me out.
Ive been an outdoor grower for years now but this time decided to make a growbox as i had an old piece of furniture around that could do well for this purpose.
Its 16 x 21 inches (and 26 in height) and im not quite sure how many plants would feel ok there under 2 125w CFLs. 2 or 4 if want to make it a ScrOG type of a thing and not spend too much time on veg?

Id go with 4.
Use a 16x21 planter in there for max soil maybe?

I also got a celing of 21 inches in my cab.

Train em to stay low, keep the lights close so theres no stretch in there.

I think 4 is do-able as well, and thats what I would run if I had your limited space.
