1 watt??
u need way more
i suggest u buy cfls to start they do better then leds for veg
and plant dont absorb green light

No, they won't work, buy CFL's.
You need high intesnsity LED's, those are not them. You would need like 300 of them all concentrating on the plant. And you need a blue and red spectrum that has a very specific wavelength. Believe me, you are not gonna save anything with this project. Stay with the tried and true until you have a budget to experiment with.
