growth stunt , think its water logging.

This is week 3 of my seedlings and I feel like they are growing wayyyyyyy too slow...one of them is actually a month old almost I had to rebury the stem because after it germinated I left it in soil without lights for a day or 2 it sprouted str8 up in the dark , after i reburied it the stem regrew nice and strong...my first plant has been going great had a fast growth burst but now seems to be going no where too...my plant which I reburied also had leaves that's were during yellow and started rotting at the tip towards to stem so i believed it to be a nitrogen def so i added 1/2 strength nutes ( fox farm tiger bloom) with the npk 2-8-4...it started turning back white then light green and is at that now , the tip that was rotted was brown/black so i cut it off with some scissors about at the end of the rot still left some on there, thinking about cutting it a little past the rot to make sure it doesn't spread..after the nutes the growth still didn't do anything for about a couple days !!! i feel like my plants 1 month old and going nowhere so i stopped and tried to figure it out..i came to the conclusion i have been water logging..the way i first started watering was, basically doing it everyday , i would cover the entire surface area around the container with water over and over until it was basically dripping out the bottom i would let it completely drip out and put the bottom back on and boom that was my watering...I also pressed the soil down strongly to make it compact ..I later read and researched about water and came about damping off or water logging..it seems most logical that this is my problem since i have only used nutes twice at 1/2strength...today i changed the way i water..i started doing it every other day ..or when my reader is about to touch the DRY part..I basically pour water until i cover the surface area and that's it, im not even letting the water drip off thru the bottom of the pot i believe Ive been basically FLUSHING my plant every watering time..so Ive been watering just about enough that my reader will stay in the MOIST area..I don't know if i should water less and do it everyday or every other day and keep it moist...i also Loosened the soil by squeezing the pot until it doesn't feel compact at all but strong enough to let my plant stay up without tilting...IF anyone has an idea why they are growing so slow PLEASE give me some feed back this is about the only conclusion i could come with thru a check list of everything i do...I added some pics let me kno what u guys think!! i also moved the light a little up thinking it was light burn!! but im running 4 CFLS 54W each and they are both about 6inch from the light now ...they were originally 6 inch but i put them to 12 for a little and when i started seeing the tip messed up i put it back after i realized it was not the light..

You don't need to write a book I didn't see what dirt you're using you using tiger bloom for seedlings I don't like the fox farm nutes but if I did use'em I would feed Grow Big 1/2 tsp I think it calls for in the seedlings stage how big are those pots at this point of the grow I'll put'em in a bigger pot~

Too much water and not the correct food. You should be using Big Bloom just like MrGhetto said. If you had more light you may be able to feed some water but every other day seems like a lot even for pots that small. My plants are in small red solos and they are twice the size at only 1 and a half weeks. I am willing to bet you over watered bit to long but there is hope. I would think that you should let them dry out and water slightly with some PH'd water maybe after one or two feedings then start with BIG BLOOM 1/4 strength. I am no expert when it comes to feeding but I know for sure the NPK ratio on tiger bloom is for flowering.

Dont use flowering nutes for a seedling, use veg hydro nutes every watering , they are stunted due to underfeeding and warm temps.
