Have an issue with dying growth tips related to pesticide burn, if growth tips die does a plant die?

Can growth tips emerge elsewhere if the plant is otherwise healthy?

I used neem oil then sulphur a day later, I was unaware you shouldn't do this. I had whitefly appearing.
