Halp! Bottom of stem, near soil is turning white !!

whats wrong with this picture? plant is 10 days old. i'd take a picture, but phone picture quality for the lose.

More details! Fuzzy white, scaley, shiny...

Shiny I guess? The white kinda fades into the color of the stem. I'm thinking too much drainage/too little ? Watering twice a day, 1 spray out of a mister, sometimes a drop or two of water on the soil if it looks too dry.

Watering twice a day isn't good.. I water every 2 days when they are young.. Are you in dirt or are you hydro?

If you're in dirt, lift the pot, if it's heavy it's got a ton of water, if you can stick your finger in 2 - 3 inches and feel wet, you don't need to water it.
