this is my first attempt i was giving it a gallon of water a day and leaves got yellow which i thought was from over watering like the veggie plants i have, but found out i needed to give it more when it was 2 late.Looks like you forgot to water for a couple hot dry days. I would check anything you harvest carefully for mold, the dead leaf and flower tissue can rot pretty fast. Also I would suggest water curing anything from the dry section that you harvest, since I don't think it's alive enough to cure itself in air. The bottom half looks alright though, I would get to steppin' and harvest it before it follows suit.

Chop the rotten bits and dispose of them then if u say the hairs r orange then chop that and dry and cure it.i say chop now because wotever has went wrong with the top is working its way down the plant so short and sweet keep the good get rid of bad but imo defo chop....
Have you checked that top part for worms? It's either pests or disease.
Cut that whole main stem that is brown from the middle of the plant to the very top and throw it away, keep the green buds on the bottom half. Like they said above dry it and cure it. Google will be your best friend if you want to know how thats done. Good luckyea theirs no worms that ive seen, maybe a spider, or stink bug on it from time to time, i think/hope it was just from my lack of watering
Im past the condition,...... my main question is the bottom still growing? do i cut the top off as a whole (cut the main stem) or just cut the shoots off the main stem. Then, do i just hang them upside down in the basement? ( i run a dehumidifier so moisture shouldn't be an issue )

i agree..... you have a lot of close neighbors. If someone knew what it was there is definitely a possibility it was sprayed with weed killer!Looks like someone sprayed it with round-up weed killer...sorry
