Were you just stoned as hell when you thought of that? Why on earth, other than just to see if it can be done, would one want to do that? The pot is self would probably throw you into an epileptic fit!!!

If you made it strobe super fast...OMG what if you could actually see it growing like every time the light flashed...like they would look a little different...I dont think it would work well, but I see many funny things that would never really happen but easily spring to mind.

lol just go buy some florescents, their right cheap.
I agree, florescent bulbs can get you started/productive on the cheap, maybe look into training your plants (to make the best use of your available light).

I've had some pretty decent experiences using $10 shop lights from Walmart/Kmart outfitted with "cool/warm white" bulbs (available quite cheaply too). I just trained my plant to grow horizontally to use all the light and make up for the fluorescent's lack of penetrating power (intensity)

maybe strobes could work to supplement during the light cycle of the plant. I've read that scientist have theorized that plants only process the peak of the waves in light and strobes only provide short spurts of light that have high wave lengths and therefore could work as a supplement. I read this at the end of ed rosenthal's growers manual. I aslo remember in a journal they set two bean plants cloned from the same plant and one was left in absolute darkness while the other had only a strobe light as a light source. The one with the strobe seriously showed significant growth. This is all from memory though so I could just be spewing sh@# out my ass.

A kid actually tried to grow a plant with a strobe light at a science fair in High School. The plant sprouted and behaved as if it were in total darkness and just stretched till it died.

*also HPS lights operate at 40 hz or something like that which causes the light to flicker (that's why some peoples pics have lines in them like a TV with bad reception) I would guess if you could get a strobe light up to 40 hz it might be able to grow a plant but the strobe rate is just too slow.
