Help! Bugs!?!?

I have 4 females that have been flowering for almost 10weeks. They are outside in a screen enclosure, and I live East Coast of Florida. I breed them, so lots of seeds this harvest is the goal. I noticed today there are these speckles of stuff all over the surface. The powerful white is Diatomaceous Earth I puffed on. But you can see all these little pieces it looks like sprinkled on.. does it look like bugs?! Help!!

I'll be honest I have no idea what I'm looking at. The DE made it look like PM and the specs all over the plants aren't very telling.

What’s PM?!? And ahhh Gotchya. Well, I had to stick poles into the ground and wrap plastic over my plants in cause of a hurricane.. so I think sticking them all together wrapped together, they all get infected.. by some bug/aphid

Cut. Burn. Clean. And start over.

Looks like it revegged and is covered in aphids.

This is a huge questions I’ve had, how can you tell a plant revegged? What are signs of re vegging?

Plants revert to producing single-bladed leaves, leaves with no serrations, and thin, leafy top buds with new veg growth coming out of them if progresses really badly.
