Here is what I would do personally:
I would go and grab me some of that citrus spray (orange preferred), roll up a joint, open a window and say, Time to get high !!
Just blow your smoke out the window bro. Chances are, no one is going to report you; because they will not know where the smell is originating from, even if they did, that's too bad for them.
The key to this method is NOT to spray the citrus inside your apt, rather outside of your apartment door (even better the door across the hall from you). this will prevent anyone who walks by or down your hallway from smelling your Herbs..
