They look soaked but could be that you just gave them some water, how much water are you giving them? and you got a little burn are you giving them any nutes yet? they are falling over because they are stretching for the light and the stalk isnt strong enough to support them, so move the light closer id say about 4" above them. get a small fan blowing on them and youll see the stalk get stronger. dont worry about the stretch now, just move the light closer and when you transplant bury most of the stretched stalk and you should be fine. (bury them so you have about 4" from dirt to the Cotyledons (first round leaves) IMO if youre growing with soil, id transplant them now since they are starting to stretch meaning they are developing root system. if youre hydro might want to wait for someone with exp in hydro.
edit: most of what i said about transplanting is for soil so if youre hydro im really not sure.
