Help i need help on some thing!!

i have a promblem in growin passion it says its quick and easy its really big now but hasnt started budding how long does it take for it to start vegetating an start budding, planted like 3 months ago, its a dutch passion - passion #1, any helpful tips you guys can give me plz. :peace:

this might sound stupid but are your lights on 12/12 ? with no light pollution at all, otherwise it wont just start to bud unless it is an auto flowering strain.
 
My guess is that you are indoors so once you place the light timer for 12 hours on 12 hours off within a week or 2 you should see white pistils if female and pollen sacs if male.If its been longer then 2 weeks under 12/12 and still no signs of sex then check to see if you have light leaks.
