Help Identify Mystery To Me Object

I found this cylinder like object about 3" long, and the thickness of around a hot dog. The cap comes off which has a rubber seal inside.

Underneath the cap is point with a hole, and another hole at the point's base.

There's an odor somewhat like Amyl Nitrate (Rush), but more fuel smelling like.

I don't think it has anything to do with vape hardware, but I don't know.

So yesterday morning at 5 am I let her into the enclosure while I have coffee and get ready for work, she came running inside at 5:30 growing like a dog, so I go to the window and have a look thinking it’s another cat or coyote or something, but it’s some junkie in my yard trying to get into the enclosure wearing all black including gloves. So I race out my back door and he’s already halfway down my ally so I cut him off running back to the front of my house. I don’t think that piece of shit will be coming back to my neighbourhood anytime soon let’s just say.

She got extra treats and nip, such a good little girl

I think the light is like 700 lumens if I remember. Like a couple highbeams on you, person in the light can't see shit, let alone if it's a cop or not or even a gun or a flashlight. I like the lights more than red dots because people always try to look away for a split second or cover their eyes, buys u that second back
