Ok so i have a 400w hps but on the ballast it ssys 600w this may be a silly question but does this mean it can take a 600w bulb?

I think you can run both 400w and 600w, but some people say there is some fire risk so I wouldn't recommend. Is it a digital ballast?

Check with the seller but if it's says 600W it is a 600W and I would not run a 400W with this ballast. Digital ballast are far lighter and also run cooler than magnetic, some of them have a switch for lumen boost on them. here the link of my ballst, 600W digital:

It's a tricky situation. I guess if you want the 400w ballast you could exchange the ballast, or stick with 600w ballast and exchange the bulb, otherwise just purchase a 600w bulb if urgent because you know its gunna be a few days at least before an exchange happens
