Help please! Enough light to flower?

Background:
I have 7 plants in my grow room under a home-made hood with 10 cfls. The tallest plant is almost 10 inches tall, the shortest is around 6. The shorter plants are on planks so that the tops are all at the same height under the lights. I do not plan on getting any more/different light to complete the grow; there will be no changes to the light fixture.

Question:
With my current setup, how big can I allow the plants to get before flowering so that they still have enough light and room to produce bud with the best ratio of quality and quantity? The guy I'm growing with is worried that when we begin flowering, the plants will become much too large compared to the light setup to produce good bud. Should we start flowering asap?

Any thoughts??? Pics, taken yesterday, attached. There is also a link to my grow journal in my sig. All help is greatly appreciated!

if you start 12/12 now your plants will out grow your lighting. 7 plants I use a 40ow hps and 3=42w cfl's and they grow but not as well as they could. do you have mixed cfl's Check the color temp for flower you want them under 3000k.

thought I posted. your plants will out grow your light even if you started 12/12 now. I use a 400w hps and 3-42w cfl's for 7 plants and think I still lack enough light. Check the color temp of your cfl's you want the ct under 3000k.
Color Temperature (CT) - Color temperature, which is measured in Kelvin, indicates whether a lamp has a warm, midrange or cool color appearance. "Warm" light sources have a low color temperature (2000-3000K) and feature more light in the red/orange/yellow range. Light with a higher color temperature (>5000K) features more blue light and is referred to as "cool."
