I dont know where you live, but i got some mylar (emergency blankets) from target, like $2.70 each, 53"x84".
Dont put black paper up, it will absorb the light, white paper would be better or you just paint your walls flat white.

As for lights, if you can't get HPS lights right now, CFL's will work as well, and are cheap, available at Wal-Mart, Lowes, Home Depot, anyplace like that. Just be sure to get the correct color temp. for veg vs. flower.
Welcome to RIU and good luck!

Sometimes instead of warm the color is soft. That's a problem that had me checkng bulbs in the store for like 2 hours. So if u see bulbs labeled soft white they are they 2700 k u need for blooming.

Color Temperature (CT) - Color temperature, which is measured in Kelvin, indicates whether a lamp has a warm, midrange or cool color appearance. "Warm" light sources have a low color temperature (2000-3000K) and feature more light in the red/orange/yellow range. Light with a higher color temperature (>5000K) features more blue light and is referred to as "cool."
