HELP!! Quick question about my grow setup.

Ok, so i started abotu 17 plants in red 20oz plastic cups 5 days ago, and ive got 14 that are doing wonderful. I am about to move them indoors in a day or so into a 3x3x3 area, with a 400W HPS with MH conversion bulb for veg. Just a couple of questions. Being a 3'x3' space and 3' tall, should i use just one gallon containers, cut off 2 liters, or just plastic grocery bags that are about a gallon when full of soil? i plan on topping the plants at about 18-24 in. due to the short room, and i plan on doing it with the fishline-bush method, or possibly SCROG, but my question, should i just use plastic kroger grocery bags, full of soil, about 1 gallon, or go buy one gallon pots, or use 1 g grow bags, or 2 gallon? or could i cut 2 liters and use the majority of it? just wondering, and like i said, its 3x3x3' with a 400W light that takes up the top 6 inches of the room, with NO glass cover lens thing over the bulb, and the plants tied down to control height. just let me know what size containers you would use yourself. another question, my kw/hr is supposedly .02 is that right? if so a 600W lamp ran 18 hrs a day would be less than 15$ a month...is that right?

another thing, im not sure if i should get a 400W or 600W HID light, prob. hps ballast with mh conversion bulb.....the area is a 3x3x3 area, with decent ventilation, dont know if 600 would be to much added heat, or if it would be worth the yield if i could keep temps down, also dont know about the cost per month difference between 400 and 600, just want the most efficent with the best yield as well, i think im going with the 600 from htg supply or florahydroponics
 
yor're lookin at 10.8 kw a day wit a 600 watt. 1000 watt=1Kw. and the size of pots vary by he grower. i typically use 5 gallon buckets i aquire for free. i know alot of guys that go from 1 gallon to 3 gallon buckets and thats it. and 17 plants in a 3'x3' may be a lil tight. especially if their sex is unknown too.
