I have never had PM...ever. I've seen the humidity so high in the op during rainy periods that ie a pruned fan would lay there detached and still grow and stay green. The one thing I do different than everybody else is I burn small amounts of barbecue charcoal in to op when the lights are on. Plus my plants get spray cleaned at least once a week. I also grow in an inert grow medium so this virtually elliminates any nasties from starting from the medium. When I did soil grows I always heat sterilized the soil before I used it.

PM comes in different varieties so milk and neem may work on some varieties but they did not work on the PM I had. Other good options are Actinovate and Serenade. They are both products that contain bacteria that eat PM. You can also play around with diluted H2O2 sprays which seem to work well. Many other home remedies but I mentioned the ones that worked for me. Be cautious of any foliar spray you use and know what time of day it can be applied and whether it needs to be rinsed off between applications.

PM is notorious for coming back again and again so don't be surprised if this is a continuing battle.
