HELP!! Wilting/Stretching Seedlings

what do I do? I had them below a led light last night. it was about 8-10 inches from the plant. 70 lumens (most people even said to place them further)

first one seems to be stretching and second one seems to be wilting why would this be? and if possible, how can I fix these issues?

I am not familiar with LED but I am guessing they are reaching for the light. I would fill them cups to the top with dirt and put the light closer.

how far can i fill with the stem and the cotelydons. ? fill it right up to the leaves?

and also what if I put the one that looks like it's stretching, in the sun?

Only if you plan on keeping it outside to avoid indoor contamination.

yeah this gonna be an outdoor grow so they're gonna eventually stay out there. I bring them in right now cause it gets like mid 60s here in so cal.
