Help with droop... Under or over watering (PICS)

I need some help with my babies... This is only the second year growing so still new. The tops of plants are drooping but are not dry feeling. The just feel lifeless, limp. The remainder of the plant has firm steams but leaves are a little droopy. Is it over watering? Just started happening recently. The plant itself seems healthy other then this and some yellowing shad leave below the plant. Oh and these are Purly out door plants but well taken care of.

They're stretching before they begin flowering.
