Help with nutrients (4week old plant)

Hey RIU, I've never grown plants outdoor and a buddy of mine is growing this bag seed outdoors and I'm unsure of the medium.

Today's he's planning on stopping by the hydroponics store and picking up some fox farms happy frog to substitute for the miracle grow as I've advised.

Now my question is what grow/ veg nute would be good to add at this time? As you can see the plant hasn't been growing very well it's in it's 4th week.
What nutes are some of you guys using during veg for your outdoor grows.
I was thinking something organic? He wants to make sure the plant is getting all the nutes it can get at this point.

Also should he start adding nutes right after the transplant? Or should he wait until the plant uses up all the nutes from the happy frog?

She's only been getting RO water every couple of days.

Maxsea 16-16-16 for veg and 3-20-20 for flowering. Organic based. Not organic. Works very well though. You could also just top dress with Mexican bat guano for veg and start top dressing with bone meal or jamaican/indonesian bat guano for flowering, also adding kelp meal will help add some K to the dressing, as well as watering with molasses. whatever tickles your fancy. seaweed extract is a great organic additive as well. Fish emulsion or hydrosolyte works good too. But VERY stinky.
 
Hey FresnoFarmer thanks for all your Input bud, my buddy handed this plant down to me. I picked up some 7-4-10 general hydroponics grow and added half tblsp. to one gallon and watered accordingly I also swapped out the soil for happy frog.
