Coco 50%, Perlite 50%, 23w CFL light bulb, 4 inches above the plant. Watering every 3-4 days. Very light fertilizer, ppm about 150-200

What are you fertilizing with, when did you start (age of plant above ground) and how do you know the ppm?

Hello Flaming Pie

1. The seedlings are 3 weeks old.
2. I am using the Biosevia product line from GHE: http://www.hydroponics.eu/db_img/img/CHART-BIOSEVIA-OK.jpg All but the BioProtect, which GHE told me wasn't needed in coco.
3. I have an AquaPro Water Quality Tester, which displays the EC in microSiemens/cm and then use this site to convert to ppm: http://www.lenntech.com/calculators/conductivity/tds-engels.htm This is the product: http://www.tdsmeter.com/products/ap2.html
4. I fertilize every 3. time I water

Cheers,
Spaizy

Hope you get it figured out spaizy. I don't have much experience with coco. From your feed schedule it doesnt sound like overnuting.

No I don't think so either. I notice that the veins are yellow, but when I look a sites who's writing about what could be wrong the veins are never yellow. Also I would think that the seedlings should be much bigger after 3 weeks...

u shouldn't be fertilizing a seedling because of the chance of burning the roots. careful and GL.

You really are feeding too much too early...
you usually do not start feeding until the plants have at LEAST 3 full sets of true leaves-- then at the very lowest dosage...
coco can vary in pH.... keep it in check!!!!

^I found this guide very helpful.^

Also you may want to consider either dropping the bulb you have to 3 inches above the plant (basically as close as you can before feeling heat on the plant) or getting different bulbs all together. I had a similar set up and 2 23w cfl's weren't giving my plant enough at 3 inches away, I'd suggest you find some 42w cfls (6500k daylight if you can). In my little experience though if you want to grow CFL will work, but its just going to grow not thrive. I went through many CFL bulbs before deciding to switch to Metal Halide, and since I did she's growing faster than I can keep track. I'd say rough estimate my growth has gotten 3-4x faster. My grow room has also gained some free space, seeing as how I dropped from 4 bulbs to 1 I now have room to easily inspect my plant.
