Ok ive made some major changes to my home made hood as i was advised it was wasting a lot of light, the first pictures are before i adjusted it and the last one is the adjustment i have made, which im sure will be alot more effective in spreading the light. Thanks scranny man :)

Seems to be a nice solution for the compact fluorescent bulbs.

For flowering, same bulbs backed up with a couple of warm white (2700-3500K) compact fluorescents may be used as far as i know.

I certainly hope he has HPS in mind for flowering not warm white CFL's............

why whats wrong with warm white CFLs for flowering la9 ?

They will work, so YES you can Flower with them.

but

Using an HPS is a far better solution and gives the best results.

All those CFL's cost more than an HPS setup.

Even if you have the same lumens as an HPS with your setup you still don't have the brightness of an HPS, it still wins.

It looked like a good setup to veg under but I'd add mounts on those lights for HPS or make an HPS refelctor seperately.

You just can't beat HPS is all,

It isn't wrong, there is just a better option.

If he is happy with the setup that is all that matters.
