How 2 seeds of the same breed can be so different.

Im watering the whole pot when the weight is very light, i water untill i get some runoff. Strain is shining silver lemon haze feminized photoperiods. Its a lemon haze x skunk breed iirc. Both seeds germinated and sprouted at the same time.

For a plant to breed with consistent results, it needs to be selectively inbred.

As for their current state, one could have slower root development for a litany of reasons. There's no real way of knowing. I've mishandled seeds that did great, I've had a gang of seedlings get the same treatment and one will lag behind for one reason or another.
