How can you tell when the soil is dry enough to water again?

The most accurate way is to weigh the pot, and when it gets light then water.
But how light should the pot be? How should 1 litre of soil weigh when it's dry enough to water again?

Fill a pot of equal size with exact medium..lift the pot, get a feel for it dry.
Then saturate it with water as if you are feeding/watering the plant.
Lift it...you will know the difference...fairly decent indicator.

Experience I guess lol.
Seriously though, in veg I water to very little to no runoff...in early flower, same thing....later in flower, week 5 on, I water til some runoff.

I would just add,(for the OP), it is also a good idea to water slowly, while watching for the seepage at the bottom. Too much, too fast, is not going to allow water to be absorbed evenly before it finds its way out of the container.

I lift my planters and if they’re light I water.
I water similar to FF.
Water a bit, go bring in a load of firewood, water a bit, repeat till there’s some run off. Usually the run off is drawn back from my trays into the soil thru capillary action.

You will get it figured out the more you do it.
