As close as they can be without burning them. Test the distance with your arm. If it's too hot for your arm it's too hot for your plants.

I do follow the back of the hand method for the most part but what about the distance chart that CaliGrower created? Can you really have your lights to close irrespective of heat?

As far as CFL & Standard Flurorescent lights go, you can pretty much set them 2+ inches away.
Anything that is 120+ watts or HID will most likely need 1+ feet at least - depending on how well your cooling.
A good sign that your light is too close will be slight leaf burn towards the edges of the leaves.
