I would like to know how does a fan affect an indoor grow.

It moves air around, providing fresh oxygen and carbon dioxide to your plants, as well as physically moving leaves and stems, strengthening the plants.

I dont want to spend much money,can i avoid buying a fan?i am going to use 4 or 8 26w cfls for my closet, what do you think?

Hell yea just stand in there all day and blow on em, no fan needed. Plus the extra co2 from your breathe will help.

You can get a fan at the dollar store or walmart for <$10, I wouldn't recommend not using one.

as any 12 yo old knows healthy attentive plants emit oxygen and absorb C02, unless you have a totally artificial atmosphere where in nature absolutely no wind at all, c02 builds up around that leaf choking the stomata, hence suffocating the plant, a fan also has the ability to remove excess heat and humidity ...and if you didn't know this you are as thick as that gay! ...Jester...lol
