Too small put it back in the seed for a few more weeks.
I would worry more about too tall before too short.

I'll take on the "Transplant Now" crowd.

The good eyes above have noticed that the pic shows a plant just out-growing it's pot. Most would TP here.
Try this -- if you leave her in that pot another 10 days she will have a mild case of being rootbound and start
growing a larger number of side branches. Every time you TP the plant sends out roots until the side of the pot
is reached. THEN it starts with the above-ground growth. So by TP'ing "early" you are telling the plant to grow roots,
stop and then grow leaves. Then stop and root again in the new pot. Why not let her get r'bound if that means a bushier plant?

I grow mostly straight indicas and this has helped me get bushier plants with my grows. Hope it works for you too.

BigSteve.

Agree with BigSteve - fair enough I am new to growing cannabis but have been growing a wide range of houseplants for many, many years.
Don't be in too much of a hurry to re-pot the plant.

Most of my healthiest houseplants are rootbound.
Just my two cents :D

I generally germinate in a small pot and as soon as its got its two main leaves established (not the germ leaves) I transplant into the pot where it'll spend the rest of its life. Don't think I've ever had any plant rootbound, lol. I'm having to start thinking about spreading some branches for light they're so bushy, but I suspect genetics are a big factor too.
