Neem works but you want to apply it every few days. They reproduce fast and have several cycles going at once. If using fabric pots spray those too.

Hep c for plants not good, messes them up, so I've read. Kills off whole crops. Apparently. Sorry its hops viral. Duh!

BTI bacteria works very well too. Mosquito bits and Dunks are two popular products that contain BTI and work great. I use Bits myself every now and then with good results. Bits are recommended for indoors. Dunks are recommended for ponds outdoors, but work just the same.
The bits are supposed to be submerged in your nutrient solution for at least an hour, before you water your plants. After an hour, you can remove the bits and your nutrient solution will be full of BTI bacteria. It is harmless for humans and plants and will only be harmful to mosquitos. The BTI will be active in your grow medium for up to 30 days and all larvae living in the medium will ingest this bacteria, which will kill them.
BTI kills the larvae, preventing new generations of gnats, and yellow sticky traps will handle the adult gnats flying around.

32oz of H2O2 in a gallon of H2O in a pressure sprayer(deck sprayer). Let them dry and then soak the plants with the H2O2 Solution to kill the larvae.

I had better articles but the ratio is correct and it worked. Gnat Nix works but i can't find it. Sticky rolls that you get at tractor supply warehouse for barn flies, just rip of a piece and lay them on your pots.
As far as drying the plants out a good drying in veg can promote root growth as a natural response to draught.
