CFL's can be used from start to finish with good looking results, just takes work keeping the lights real close. I use LEDs and T5's, but I have used CFL's on seedlings with good results.
Let me make this easy, any of the commonly used lights will work, size to between 5000 lumens per sqft and 7500 lumens per sqft. Cheapest option for best result is usually HPS + supplemental florescent. Add 6500k and UVB bulbs for the supplemental and you should be pretty well set. No more than 3-5w per sqft of 10% (there are 5% versions) UVB. Supplemental should be 25-33% the watts as the main HPS.
