How long do I leave my 1 plant under a fluorescent??

I have one plant so far and it is about 2 inches tall and I have it under a regular 75Watt 24 inch single tube fluorescent bought from walmart for now. I know I have to keep the plant about 2 or 3 inches away from the light but I don't know how long to keep it growing under the fluorescent ( if I need a new fluorescent let me know what kind) before I move it to the flowering stage ? Also, will just the sylvania spot grow light with 120Watts be good for flowering? It's real hot . And how far away do I need to have away from the sylvania light?
