How many watts should I flower with? 250 or 400?

about 17 inch plants, should I use a 250 watt HPS with 2 105 CFLs or should I upgrade to a 400 watt hps when I flower? just these two plants in a 30 x 30 inch place.

For your current grow, your 250 should be fine. If you plan on more grows in the future I would upgrade to the 400. You will use less electricity and gain more lumens, than from using the 250 +cfl's. I have a 250 watt light, and honestly if I had to do it over again I would have bought a 400. But at this point for me, I'm using what I got.

400 covers about a 3x3 more light the better

Thanks for the input. Gonna get the upgrade. My thinking is that I've let them veg taller than I should have for the 250 watt penetration, and a 400 watter alone would give me around 8.8k lumens per square foot, while the 250 and CFLs gave me around 6.5 k per sq foot.
