How often should I water my seedlings?

Put it on 24 hrs a day to help keep things warm and to aid in drying out the soil for you. Temp fluctuations aren't something seedlings particularly like. Also, as far as watering goes, you need to let it get VERY dry. If you want a good healthy root system, refrain from watering it so those roots branch out and search for moisture. When the very top of the cups soil gets dry and crispy, but it's still got a little weight to it, it's almost ready. You really have to go by the weight of the cup. When it starts lightening up, it's time to add A bit of water. And DO NOT SOAK IT! Just add enough to where it doesn't even come out of the bottom holes.
One of the most common mistakes newer growers make is excessively over watering their seedlings because it's "Fun" to tend to their plants. Don't be that guy. ;-)
 
If I have them under 24 hour light, they won’t go into an early flower when I move them outside in April? I live in so cal

I'd still go to 20/4 abscond down an hour every 3 days leading up to when you take them out. Also, set them outside in the SHADE for THE 11-6 hrs EVERY day before hand so you harden them off to the UV they havent ever received. Once a week or two of that has passed, you can keep them in full sun. Plant em in the ground or leave in the pot.
 
As a fellow SoCaler, I think if you put 'em out in April they will start to flower. Now, put 'em out then but give 'em an hour of supplemental light in the middle of their dark cycle, you can veg all you want.
 
I usually water every 3rd morning on average. They don't need much at all either. Just make sure they get a good wet and dry cycle. The dry cycle is just as important as the wet cycle.
