Attitude Seedbank accepts giftcard credit cards, which you can purchase in cash and are not attached to your personal information.

I ordered some seeds from attitude in the UK to ship here in California. They can in about 10 days and seem good so far.

BUT! my credit card that I used just had some fraudulent charges on it two weeks later! They were easy to dispute, my bank blocked the card before I even knew about it, but bewarned!
