How to water from afar

this mught be unrelated but when i checked my sprouting today and the seed casing was off so theres about an inch of stem out of the ground and a little droplet ontop of the stem will leaves still grow?

I've used a 55 gallon drum before. Plumb in a 3/4" valve at the bottom of the drum, attach the timer to the valve, then attach drip irrigation to that.
I buried 200ft of hose down a hill to my 55 gallon drum. I would have another 55 gallon drum in the back of my truck. I would fill up the drum in the truck with water, drive out the dirt road late at night to where my hose was buried. Attach the buried hose to the drum in the truck, flip the valve and the 55 gallon drum down the hill that watered the girls was re-filled with water.
