How to water plants? (Yes I'm actually asking this...)

First off, I'm Scrogging, so no lifting can be involved. I guess I'll just feel the soil. It's easier to over water than underwater, But I'm using a phat sack (HTG's Smart Pot) and they say that needs more water than other pots.

But my MAIN concern is dosage.

Referring to the chart I see for example Week 3 1/2tsp Grow 1/2tsp micro 1/4tsp of Bloom per Gallon.

Is this the exact amount you will feed PER plant?
Or is it just the ratio of nutrients per gallon of water that should be used and the amount of water will differ based on the plant?

In other words

If I feed once a week to one plant will I need 1 gallon of the exact nutrient mixture?
OR
Will I need however many gallons of the same mixture adjusted to the same ratio that gets 10%-20% runoff?
Before I answer this I want to say I never feed a healthy plant in soil especially if any of those nutrients are chemical salts you are just building up salts. When they say per gallon It is never per plant but I cut everyone's amount in half and I test it on just 1 plant first. Then I use full recommended dosage most the time unles it seems high, especially if it is high in Nitrogen. The most important thing people miss is keeping your pH the same for water and for nutrient water. Some strains don't notice pH fluctuations however known hard to grow strains I've encountered exclusively have shown problems.

Because I feel like you don't understand this completely. Some additives, such as beneficial bacteria, tell you to add 3/4 gram per plant site. In that case you don't mix it with water you literally weigh 3/4 of a gram of powder and put it around the stem, then you water normally with no nutrients. In your case it says 1/4 - 1/2 tsp per gallon. That means for every gallon of water you add 1/4 or 1/2 tsp, as per the schedule. Did I warn you about Nitrogen yet?

Step 1: Fill a jug with water.
Step 2: Dump it on plant.
Step 3: Repeat 1 and 2 as needed...

I get it okay. But the point is how much do I need to water as well as feed?

Also I am using this schedule from http://www.growweedeasy.com/general-hydroponics-flora-trio-guide .

So if I theoretically have a 3 gallon smart pot with 30% Perlite and 70% Happy Frog Soil. How many gallons of water do I need to water my plant? ( Depends on the growth period, size of plant, strain etc.

Also when feeding the plant the 1 gallon nutrient mix do I need to make sure to use all of it in order to get all the nutrients to the plant?

I plan on feeding once a week, regular watering every other day.

Should I just get a moisture meter and go by that? http://www.ebay.com/itm/3-in-1-PH-Tester-Soil-Water-Moisture-Light-Luxmeter-Test-Meter-for-Garden-FlowKN-/321653801179?hash=item4ae40f80db:g:tY8AAOSwYGFUyOIY
That feeding chart is bogus , I use he same nutrients and in much higher quantities .
Follow the chart on the back of the bottle or they have an aggressive feeding chart that ups the amounts by about By a 3rd
