HPS bulbs not working in HPS ballast, only MH... too cold?

This is my second grow with an HPS ballast. The first grow, the MH conversion bulb worked fine as did the HPS bulb for flowering, all good. Now... after burning the MH bulb for vegetation, I switched to my HPS bulb that I used before and nothing! The ballast is working, I can hear it, but just a short bluish flash and no light after over a half an hour.

As I live where there is cold winters, I am thinking the cold is keeping it from working right.

Has anyone heard of cold causing an HPS bulb not to work?? I am probably going to re-design my grow room where it will be warmer, just hoping for some feedback.

I finally figured out after going through (returning and trying the same bulb again) three of these HPS Agromax bulbs that they were bad. The seller confirmed they must have been a "bad batch" of bulbs.

I made my last return and bought a cheaper HPS bulb instead that should arrive Tuesday. I'm in the flowering time now and still using an MH bulb, but buds are starting to flower anyway, yes! Pomelo and WW...
