alright ive been looking every where
is there anywhere i can get an HPS light or something equally as powerful anywhere other than online?

Hydroponics stores are a good place to look as are plant specialty stores.
　
I am curious, what problem do you have with purchasing online?

i made a wise decision and never bought a credit card. Are there other methods of payment or something?

Get a prepaid credit card or call the place and see if you can send them a money order.
